In 2001, the Singapore electricity retail market was liberalised to facilitate competition and to allow consumers to buy electricity from retailers of their choice. The Wholesale Energy Market comprises two markets, the ‘real time’ or spot market for the energy, reserve and regulation, and the ‘procurement market’ for other ancillary services.

Challenge

Singapore’s deregulated electricity market required a powerful new system to process settlements and market clearance functions.

Solution

Fronde employed a generic architecture, based on Java and Oracle, and augmented it with automated CASE tools.

The components built by Fronde included:
  • Settlements Calculation module, user front end and interfaces
  • Data administration to allow the addition and amendment of standing data
  • Market Participant Registration
  • A dispute module to allow for the tracking of market disputes through the disputes process
  • Market Clearing front end, to act as a user interface surrounding the Market Clearing engine

Business Result

Fronde was able to achieve time and cost savings by using multi-site development techniques, Agile Development Methods significantly streamlined the testing and implementation phase of the project.

Security of the system was a major challenge and the solution involved user authentication on all tiers. Fronde developed two solutions – one for public users and one for external participant users.

The final result is a system that’s easy to maintain and is technologically ahead of others in the marketplace.
